Moral responsibility is an important topic in the Ethics or Moral Philosophy which includes different aspects; for instance, theoretical foundations, conditions, scope and levels of moral responsibility. This study, with reference to the Qur'an and the traditions of the Imams (AS) tries to investigate the levels of moral responsibility in three aspects: moral action, moral agents and moral audience. This article also, analyzes internal factors in the Ethics such as: knowledge, wisdom and power, and external factors like: social opportunities and moral responsibility. Moral responsibility has gradation depending on the human’s situation. It means the higher one’s authority, knowledge and power is, the more his/her moral responsibility gets. Thus, scholars should bear the higher burden of moral responsibility compared with other people. Finally, according to the Qur’anic verses and Hadiths insisting on committing immoral acts, also performing such actions openly in public and understating their obscenity, bring more moral responsibility for the wrongdoer.
